Crime, fraud and investigations 2018: Cyber security

The coming into force of the General Data Protection Regulation in 2018 will bring a duty to report data breaches for companies, with widespread implications.

In brief

  • The General Data Protection Regulation (GDPR) comes into force on 25 May 2018, introducing a duty to notify the Information Commissioner’s Office (ICO) of data breaches.
  • Fines of a much greater magnitude can be levied by the ICO on companies failing to comply with this duty and, where personal data has been leaked, follow on claims can be expected.
  • Reporting companies can expect to be asked to conduct investigations into cyber security breaches and report to the ICO.

Mandatory notifications of data breaches

2018 will see the implementation of the GDPR and its mandatory duty on data controllers in the UK to notify the ICO of a data breach involving personal data. We expect mandatory reporting to increase the risk of enforcement and civil litigation for corporations following cyber

Increase in cyber crime investigations due to high-profile data breach incidents

The latest in a long string of cybersecurity breaches has millions of Americans rushing to sign up for credit monitoring or freezing their credit altogether.

Equifax, one of the nation’s largest credit reporting services, reports personal information “potentially impacting” at least 143 million Americans, including more than 730,000 West Virginians — had been accessed. The breach was discovered in July but the American public was kept in the dark until Sept. 7.

Prior attacks have targeted everything from major retailers — Target, Home Depot and Michael’s, for instance.

“We’ve been seeing a continued increase in hacking and hacking attempts,” said Glen Gainer, President and CEO of the National White Collar Crime Center in Fairmont. The non-profit trains law enforcement primarily in computer forensics and financial fraud.

“Recently NW3C completed a survey of major city police departments across the country, we found with almost 60 percent of the departments there had been some attempt to

How FBI cyber investigations handle obfuscation techniques

Cyber investigations may require different skills than traditional cases, but the FBI says it can overcome obfuscation techniques and other evasion methods in order to catch the right suspect.

SearchSecurity sat down with David West, assistant section chief of the FBI’s Cyber Division, operational section four, at the Black Hat conference in Las Vegas to talk about how the FBI performs cyber investigations.

Part 1, covering the legal framework, incident notification processing and meeting the burden of proof, can be found here.

Editor’s note: This interview has been edited for length and clarity.

Can you discuss how the FBI works with security companies who also do these types of cyber investigations?

David West: We realize that the victims are a source of information. We realize that there are corporations out there that specialize in, for business reasons, looking at this information. We will use them for lead purposes.

But, again, if you

Stage set for cyber war | Tehelka – Investigations, Latest News …

Bitcoin Forget the past. The future of war suddenly presents itself with great razzmatazz. Two consecutive ransomware attacks — ‘WannaCry’ and ‘GoldenEye’ — shook the world with such ferocious force that it was evident — they were intended to attract only attention. The noisy and noticeable activity was not meant for stealing money only but to shout out a certain kind of presence in the cyber sphere. After that with every new computer installation the hardware people are now coming up with a warning — please don’t use pirated or back dated Windows operating system. New Chicago IRS criminal investigations chief took on Hells Angels – Chicago Sun

The Hells Angels motorcycle club protected its turf through murders, bombings and general terror, federal authorities say.

Gabriel Grchan, meanwhile, grew up in the Quad Cities with less interest in law enforcement than numbers. He “fully expected to be working for a public accounting firm” one day, he said.

So he didn’t exactly expect to help take down Melvin Chancey, the onetime president of the Hells Angels’ Chicago chapter.

Nor did Grchan expect to be where he is today, serving as the special agent in charge of IRS Criminal Investigations in Chicago. He started the job in April — right around tax time — and oversees about 100 agents in a field office that covers all of Illinois and Indiana. His agents help investigate tax fraud and other financial crimes.

Meanwhile, a search is underway in Washington, D.C., for a new U.S. attorney who will “stop the violence in Chicago.” And
